The new rules have not gone down well with many countries

India has tightened rules for long-term tourist visas, barring visitors from returning within two months of leaving.

Under previous rules, tourists on long-term visas had to leave the country every 180 days. Many simply paid brief visits to neighbouring countries.

Some countries have protested against the new rules, with the US saying they are being applied inconsistently.

India's move follows the arrest in the US of a man charged in connection with the 2008 Mumbai (Bombay) attacks.

David Headley, a Pakistani American, is said to have travelled to India several times last year to help identify targets for the attacks, which left more than 170 people dead.



India's new regulations effectively also make it much harder for people to use long-term tourists visas to work in the country.

The government has yet to formally announce or provide details of the new rules, but Home Minister P Chidambaram set out the case for tightening regulations on Tuesday.

"The gaps in the visa system have been exposed in a number of cases, the most notable among them being the case of David Headley. The compelling need to create a fool-proof system cannot be overstated," he said.

In a posting on its website, the US embassy in Delhi said the "new visa and registration regulations are being implemented inconsistently".

"Travellers have reported being denied re-entry after exiting India for business or family emergencies, or for tourist travel to nearby countries, even if their initial visit to India was for only a few days," the statement said.

"The US mission has received confirmation that foreign passports are now stamped on exit to indicate that the bearer cannot re-enter India within two months of exit unless special permission is obtained from an Indian embassy, consulate, or high commission abroad, regardless of the validity of visa or length of stay in India."

On Tuesday, visiting British Business Secretary Lord Mandelson raised the issue with Mr Chidambaram.

"I can understand the motive for the new visa arrangements but we have to be careful not to make, create general restrictions," Lord Mandelson was quoted as saying by the Press Trust of India news agency.

"I think, for many tourists, a two-month gap is too big."

A spokeswoman at the British High Commission in Delhi said: "There is no real clarity over the details of the proposals or how they might be implemented. We understand that the Indian government is reconsidering its plans."

Grameen Bank, well-known for its micro-credit programs in Bangladesh, is empowering the poor by arming beggars with mobile phones so they can sell a roving service for cash. There is wide spread poverty among the 130 million population of Bangladesh where per capita income is only USD 444.


"Beggars are the one group so far left out of the bank's lending program and they deserve to be part of our network," said Dipal Chandra Barua, deputy managing director of Grameen Bank in Reuters article.


The bank, a brainchild of renowned Bangladeshi professor Mohammad Yunus, is helping millions of poor with small loans to start income-generating programs, such as poultry and cattle breeding, or handicraft-making.


Beggars would need to be a member of a Grameen Bank project to be eligible to get a mobile phone. Each mobile phone will cost them USD143. The sum repayable over two years in interest-free installments. They also are responsible for paying a subsidized monthly service charge.


Not all the bank’s loans are interest free. Usually it charges up to 10 percent interest.


"The money the beggars will get from calls would give them an extra income – from which they will use a part to reimburse the cost of the cellphone to the bank," Barua said to Reuters.


The cellphone project would primarily target beggars in the rural areas. The bank believes its latest venture will be widely accepted.


The bank will also provide 500 taka (USD 8.41) in cash to each "cell-class" beggar so they can sell snacks, chocolates, cookies and nuts for additional income.


Earlier the bank, in one of its well publicized efforts, offered mobile phones to rural wives and mothers for commercial use. The phones not only assured them enough money to survive but enabled some to earn an equivalent of USD 300-USD 400 a month, enough to buy land and even buy vehicles and start cattle farms.


Currently, there are 75,000 women, known as "phone ladies", with Grameen mobile phones across the country.

The Reserve Bank of India (RBI) has hiked the daily ceiling for banking transactions through mobile phones to Rs 50,000 — a significant jump

from the present cap of Rs 15,000. Mobile banking as defined by RBI refers to the facility, which enables bank customers access their accounts using an application on their mobile phone.




Mobile banking applications enable payments made from customer’s account through debit/credit on the basis of funds transfer instruction received over the mobile phones. RBI had capped daily funds transfer to Rs 5,000 and transactions involving purchase of goods or services to Rs 10,000. This limit is now consolidated into a single daily limit of Rs 50,000.



Speaking in a FICCI seminar in December, RBI deputy governor KC Chakrabarty had said banks had complained that the limit of Rs 5,000 does not permit transactions like purchase of air tickets through mobile banking and, thus this limits needs to hiked.

On 24/12/09 Thursday, RBI also said transaction up to Rs 1,000 can be facilitated by banks without end-to-end encryption. However, banks will have to ensure that the risk aspects involved in such transactions is addressed through adequate security measures. At the seminar, Mr Chakrabarty had said banks had complained that the current requirement of end-to-end encryption makes implementation of mobile banking costly and that RBI should do away with this requirement.
Meanwhile, on 24/12/09 Thursday, RBI has placed cap of Rs 5,000 per transaction and Rs 25,000 on per month per customer, on mobile banking transaction, if the delivery to recipient is in cash. At present, RBI permits use of mobile phone for remittance of cash wherein funds are transferred from customers account for delivery in cash to the recipients. The disbursal of funds to recipients of such services can be facilitated at ATMs or through any agent appointed by the bank as business correspondents.

RBI has placed a cap of Rs 5,000 per transaction, only if the recipient get money in cash. Earlier RBI has not capped such transaction and this it fell in the limit of Rs 5,000 limit, which was applicable for transfer of funds Further, earlier RBI had left it on the bank to decide the limit of monthly transaction per person, if the delivery is in cast to recipient.

RBI said banks can provide such fund transfer service provided they are responsible, as principals for all the acts of omission or commission of their agents. The disbursal of funds at the agent/ATM shall be permitted only after identification of the recipient. Banks should carry out proper due diligence of the persons before appointing them as authorised agents for such services.

An hour later.... The man calls his wife at home and asked her, "Jen

is the cat there?" "Yes, why do you ask?" answered the wife.



Frustrated the man said," Put that damn cat on the phone, I am lost

and I need directions to reach home!!!

Home Remedies

Home Remedies for some common Ailments



Here are the home remedies for some of the common ailments. These differ from person to person and the same home remedy may not apply on all.
PLEASE CHECK WITH YOUR DOCTOR OR A GENERAL PHYSICIAN BEFORE APPLYING THIS ON YOURSELF OR IN CASE THE PROBLEM PERSISTS FOR LONGER DURATION.





ACNE, BLACKHEADS, AND PIMPLES:

Dab a small amount of toothpaste (paste, not gel) on pimples before bed; this helps dry out the pimples.
Mix equal amounts of lemon juice and rose water, apply to face with a cotton ball, and allow to sit for 30 minutes before rinsing. 15-20 days of this application helps cure pimples and also helps to remove blemishes and scars.
Apply fresh lemon juice on the affected area overnight. Wash off with warm water next morning.
For acne that hasn’t seemed to respond to anything, steep 2-3 tsp. dried basil leaves in 1 cup boiling water for 10-20 minutes, cool, and apply to affected area with a cotton ball.



ANEMIA:


Avoid drinking tea (regular, not herbal varieties) and coffee immediately after meals, as the tannin present in these interferes in the absorption of iron from the food.
Drink a cup of herbal tea mixed with 1/4 cup blackstrap molasses each day. This provides 80% of the iron needed in one day.
Foods high in iron: lean beef, lean pork, skinned poultry, shellfish, fish, liver, organ meats, egg yolks, pinto, kidney, lima, navy, chick peas, black-eyed peas, lentils, split peas, green peas, spinach, kale, collards, beet greens, chard, broccoli, raisins, prunes, figs, dates, dried peaches, dried apricots, nuts, peanut butter, whole grain breads.
Your body absorbs iron from meats easier than fruits and vegetables. To aid in the absorption of iron from fruits and vegetables, eat them with a good source of vitamin C.



ARTHRITIS:


A daily serving of fresh fish or fish oil capsules helps to give relief of arthritis and other joint pains.
3-4 walnuts eaten daily, on an empty stomach, will help.



ASTHMA:
Mix 1 tsp. honey with 1/2 tsp. cinnamon and take it at night before going to bed. Avoid taking aspirin, as this may invoke an asthma attack.



BAD BREATH:


Boil some cinnamon bark in a cup of water. Store it in a clean bottle in your bathroom. Use it as a mouthwash frequently.
Parsley leaves are rich in chlorophyll, nature’s own deodorizer. Chew some leaves regularly and your breath will remain fresh.
You can chew some cardamom seeds to sweeten your breath.



BLADDER INFECTION:


Take a bag of fresh or frozen cranberries and boil them in water (they will fall apart). Cool and drink. Don’t add sugar! This remedy is also useful for people with kidney problems.



BLADDER STONES:


Boil 2 figs in 1 cup of water. Drink daily for a month.



BRUISES:


Slice a raw onion and place over the bruise. Do not apply this to broken skin.



COLD AND FLU:
Here is a delicious recipe for a cold and flu soup: Sauté 6 crushed cloves of garlic in 1 tsp. vegetable oil until golden. Pour in a quart of beef or chicken stock and bring to a boil. Reduce heat and whisk in 2 egg whites. Beat together 2 egg yolks and 2 Tbls. distilled white vinegar; pour this mixture into the soup. Season with salt and pepper and top with croutons, if desired.



CONSTIPATION (IN ADULTS):


Eat a few black licorice sticks.
Take apple pectin.
Make sure you’re getting enough Folic Acid in your diet.
Drinking ginger tea will help start a bowel movement.



CONSTIPATION (IN SMALL CHILDREN):
Soak 6-8 raisins in hot water. When cool, crush well and strain. When given routinely even to little infants, it helps to regulate bowel movement.



COUGHS AND ASTHMA:
Steep 3-4 cloves of garlic in a cool, dark place for 2 weeks. Use several drops at a time, several times a day for coughs or asthma. Garlic is an exceptional cleanser for the body and has antimicrobial action similar to other antibiotics.



DAMAGED, DRY HAIR:
A nourishing conditioner for dry or damaged hair which can be used for all hair types: Separate the white of an egg from the yolk, whip it to a peak. Add 1 Tbls. water to the yolk and blend until the mixture is creamy. Then mix the white and yolk together. Wet your hair with warm water, remove the excess moisture, and apply the mixture to your scalp with your fingertips. Massage gently until the froth is worked into your scalp, then rinse the hair with cool water. Keep applying the mixture until it is used up and then rinsed until all of the egg is washed away.



DANDRUFF:
Pour distilled white vinegar onto the hair, as close to the scalp as you can manage; massage into the scalp; and allow to dry for several minutes before washing as usual. Repeat daily until the dandruff disappears, usually within a few days.



DARK CIRCLES AROUND EYES:
Make a paste out of 1 tsp. tomato juice, 1/2 tsp.. lemon juice, a pinch of turmeric powder, and 1 tsp. of flour. Apply around eyes. Leave on for 10 minutes before rinsing.



DEPRESSION:
3/4 cup of cooked spinach a day is enough to give dramatic relief from depression if you are deficient in B vitamins.



DIORRHEA:
Eat boiled sweet potatoes seasoned with salt and pepper before bedtime to cure chronic diarrhea.



DRY SKIN:
Combine 1 cup oatmeal, 1 cup warm water, 1 Tbls. vanilla extract, and 1/2 cup baking soda in a blender or food processor until you have a smooth paste. Pour this paste under the running water while drawing the bath.. Very soothing to dry, itchy skin.



EARACHE:
Steep 1-2 tsp. chamomile flowers in boiling water for 10-15 minutes. Strain out the water, and apply the hot flowers in a cloth for alleviation of the earache.



ECZEMA:
Rub a whole nutmeg against a smooth stone slab with a little water and make a paste. Apply on affected parts. (Note: It is believed by some rural, old fashioned practitioners that instead of water, one’s own early morning saliva can be used for better results.)



ENERGIZER:
Simmer 1 cup honey and 3 cup water together slowly. Allow 1 cup of the water to evaporate. Strain off the top surface, and put the remaining liquid into a stoneware crock or dark bottle. Put a towel over it so it can breathe, yet be free of dirt. Place in a cool place. You can add cinnamon, clove, or the juice of 2 lemons, if you like.



EYE PROBLEMS:
Simmer 1 cup water and 1 tsp. honey for 5 minutes. Dip a cloth in the liquid and apply to the closed eye.



FACIAL CLEANSER:
Mix 2 Tbls. cornstarch, 2 Tbls. glycerin, and 1/2 cup water until smooth. Heat in a small pan placed in a water bath inside another pan. Heat until thick and clear; it will have the consistency of pudding. Do not boil. Cool completely, Use in place of soap to cleanse your skin. (If mixture is too thick, you may thin it by adding a little water, 1 Tbls. at a time, until you reach the desired consistency. )



FATIGUE:
Take a glass of grapefruit and lemon juice in equal parts to dispel fatigue and general tiredness after a day’s work.



GUM IN HAIR:
Soak the gum-coated hair in Coke® and it should wipe out easily.



HAIR LIGHTENER:
To lighten hair, use 1/4 cup chopped fresh rhubarb to 2 cups boiling water. Cool, strain, and apply as a rinse.



HANG-OVER:
Eat honey on crackers. The fructose in the honey will help to flush out the alcohol in your system.



HAY FEVER:
Steep 1 tsp. fenugreek seed in 1 cup water, covered, for 10 minutes. Drink 1 cup a day to help hay fever symptoms.



HEADACHE:
Eat 10-12 almonds, the equivalent of two aspirins, for a migraine headache. Almonds are far less likely to upset the stomach.



HICCUPS:
Only 2 remedies have I ever know to actually work. The first listed makes the most sense, since a hiccough is simply a spasm of the diaphragm, and you need to disrupt this spasm. The second offers no rhyme or reason, but works nonetheless.

Breath in as deeply as you can, then exhale as hard as you can; repeat 10 times; when exhaling the last time, keep the air pushed out, not taking another breath for as long as you can stand. This normally works the first try, but repeat if necessary. Be sure to sit down when doing this.
This is a remedy only feasible when sitting at a bar. Have the bartender fill a small glass with club soda. Light a match and drop it, then drink the water quickly (being careful not to drink the match). It works, but I don’t know why!
Drink 1/2 glass water, slowly.
Keep a tsp. of sugar in your month and suck slowly.
Suck 2-3 small pieces of fresh ginger.
Take a large mouthful of water with out swallowing, plug both ears, and slowly begin to swallow the water. Unplug your ears and you’re hiccup free! (Submitted by Mrs T. Falkmann)

HICKEY:


Coat area liberally with lotion. Rub with the back of a cold spoon vigorously for as long as you can stand to, changing out spoon for new cold one every 10 minutes. Recommended time for this treatment is 45-60 minutes. Why it works: a hickey is a bruise; the discoloration of a bruise is caused by blood accumulating under the skin from broken capillaries; this remedy breaks up the old blood so it can be reabsorbed by the body more quickly, therefore diminished the discoloration.
Rub white toothpaste over the hickey, allow to dry, and later, wipe it off with a warm facecloth. After a few applications, the hickey will be faded. Do not use gel toothpaste. (Submitted by Hot Rod Anne.)



INSECT BITES:
Mix water with cornstarch into a paste and apply. This is effective in drawing out the poisons of most insect bites and is also an effective remedy for diaper rash.



MORNING SICKNESS:
Mix 1 tsp. each fresh juice of mint and lime, and 1 Tbls. honey. Take 3 times a day.



MOSQUITO BITES:
Apply lime juice diluted with water on bites with cotton ball.



MUCUS IN COUGH:
Pour 1 cup boiling water over 1/2 tsp. each of ginger, ground cloves, and cinnamon. Filter.. Sweeten with 1 tsp. honey and drink.



MUSCLE CRAMPS:
Apply clove oil on the affected body parts.



NAUSEA:
Boil 1/2 cup of rice in 1 cup of water for about 10-20 minutes. After it is boiled, drain the water into a cup and sip at the rice water until symptoms are gone.



OBESITY:


Mix lime juice with honey and water; drink a glass of this every morning.
Mix 3 tsp. lime juice, 1/4 tsp. black pepper, 1 tsp. honey, and 1 cup water; drink a glass a day for 3 months.
Mix 1 tsp. lime juice with 1 cup water and drink each morning.
Eat a tomato before breakfast.



OILY SKIN:
For oily skin, mix 1/2 cup cooked oatmeal, 1 egg white, 1 Tbls. lemon juice, and 1/2 cup mashed apple into a smooth paste. Apply to face and leave on 15 minutes. Rinse.



OVERWEIGHT:
Effective at getting rid of fat, drink up to 3 cups of green tea daily. Regular tea can also be used with a lesser effect.



PAIN RELIEVER:
Mix 3 Tbls. of honey in boiled water and drink. Honey has natural pain-relieving powers.



SMELLY FEET:
Soak feet in strong tea for 20 minutes every day until the smell disappears. To prepare your footbath, brew two tea bags in 2 1/2 cups of water for 15 minutes and pour the tea into a basin containing two liters of cool water.



SMOKING HABIT:
Lick a little salt with the tip of your tongue whenever you feel the urge to smoke. This is said to break the habit within 1 month.



SORE THROAT:
Mix 1 tsp. lime juice and 1 Tbls. honey. Swallow tiny amounts slowly 2-3 times a day.



SPLINTERS:


Lay scotch tape over the splinter and pull off.
Soak the area in vegetable oil for a few minutes before removing with tweezers.



STOMACH ACHE:
A simple cure for a stomachache is to dissolve 1 1/2 tsp. ground cinnamon in 1 cup warm water, cover and let sit for 15 minutes, then drink it like tea. This remedy can also ease diarrhea and flatulence.



STOMACH ACIDITY:


Drink coconut water 3-4 times a day.
Have a plateful of watermelon and/or cucumber every hour.



SUNBURN:
Mix 2 tsp. tomato juice and 1/4 cup buttermilk. Apply to affected area. Rinse after 1/2 hour.



TOOTHACHE & MOUTH PAIN:
To ease toothache or other mouth pain, make a tea by boiling 1 Tbls. fresh peppermint in 1 cup water and adding a little salt. Peppermint is an antiseptic and contains menthol, which relieves pain when applied to skin surfaces.



VARICOSE VEINS:
Take 2-3 tsp. black strap molasses orally daily. This also treats all kinds of circulatory ailments.



VOMITING AND NAUSEA:


Sucking a piece of ice controls vomiting.
Eat 1/2 tsp. ground cumin seeds.
Cinnamon and sliced ginger work by interrupting nausea signals sent from the stomach to the brain. If you are an herbal tea drinker, simply sprinkle cinnamon on the tea and drink. To make ginger tea, simmer a few slices of ginger in hot tea water.



WARTS:
Try taping a slice of garlic to the wart. Be sure to first protect the surrounding skin with petroleum jelly.



WEAK NAILS:
To strengthen and shine nails, combine 2 tsp. salt, 2 tsp. castor oil, and 1 tsp. wheat germ oil and mix thoroughly. Pour into bottle. Shake before using. To use, rub a small amount into your nails. Leave on 3-5 minutes and tissue off. Follow up with more plain castor oil, if desired.



WRINKLES & SKIN FRESHENER:


Combine 2 Tbls. vodka, 1 Tbls. fennel seeds, and 1 1/2 tsp. honey. Stir well and allow to sit for 3 days. Strain mixture. Use full strength or add 2 Tbls. water to dilute. Use a cotton ball to apply to face as a toner.
Apply coconut oil on the portions of skin and face where wrinkles set in and gently massage every night at bed time.



YELLOW TEETH:
Mix salt with finely powdered rind of lime. Use this as toothpowder frequently.

Shahi Pulao

The recipe of Shahi Pulao
There are different kinds of Pulao. But Shahi Pulao is really rich in taste.



Ingredients

3 cups basmati rice, wash & soaked for 30 minutes.


Layer 1

Grind to a paste

1" piece ginger
3 green chilies
2 tbsp. coconut grated
2 sprigs mint leaves
½ cup coriander leaves
4 flakes garlic
1 carrot
1 capsicum
6-7 french beans
1-sprig sping onions greens chopped


Layer 2

Grind to a paste

1 tbsp. sesame seeds
1 tsp. soaked khuskhus seeds
1 onion
5-6 blanched green chilies or white pepper
1 cardamom
1 clove
1 bay leaf
1/2" piece cinnamon
1 potato
1 onion


Other ingredients

6-7 whole shelled walnuts
15 cashew nuts halved
15 almonds, blanched and halved
1 tbsp. raisins
1 tbsp. cheese or paneer grated
1 tbsp. coriander leaves finely chopped
2 bay leaves
1-cup milk
Salt to taste
Pepper to taste
3 tbsp. ghee or oil


Method

Put plenty of water to boil, add salt and bay leaves, bring to boil.
Add rice and cook till done but not mushy.
Drain water, cool in large plate.
Heat half ghee in a heavy pan , add carrots.
Fry till tender, drain, add French beans to same fat.
Repeat frying till tender, drain, add capsicum.
Fry, drain, add paste for layer 1.
Fry paste for 3 minutes, add salt, spring onions, stir.
Take off fire, add fried vegetables back, and keep aside.
Heat remaining ghee in another pan.
Fry and drain cashews, almonds, potato slices.
Add onions , stir fry till light golden.
Add raisins, salt, half the milk, and paste for layer 2.
Add fried dry fruit, stir and cook for 3 minutes,
Take off fire , keep aside.


To proceed

Take a deep casserole about 6-8 inches wide.
Divide rice into 3 parts.
Grease insides of casserole; spread one part of rice at bottom.
Spread layer 1 mixture evenly over the rice.
Spread second layer of rice over mixture.
Mix layer 2 mixtures with the remaining rice.
Spread evenly over 2nd rice layer.
Sprinkle milk over layers.
Sprinkle cheese evenly to cover casserole.
Cover the casserole with a lid or clingfilm, making cuts for steam to escape.
Bake in preheated oven at 250°C for 9-10 minutes.
Garnish with fresh ground pepper, coriander and walnuts before serving.
Serve hot with pakodi kadhi or raitha

Serves 4


Ingredients:


1 Goody Ditalini Pasta Pack (shape 10)

20 g butter

1 tbs olive oil

1 onion, finely chopped

1 carrot, striped

1 bay leaf

75 g beef slices, chopped

200 g spicy Italian salami

400 g Goody pealed & chopped tomatoes can

½ cup (125 ml) beef or chicken stock

1 tbs fresh oregano leaves



Steps:


1-Heat the butter and oil in a frying pan and cook the onion and carrot with the bay leaf until the onion is tender.


Add the chopped beef and sliced salami and cook, stirring often, until brown.


Add tomatoes, salt and pepper and cook over low heat for 30 minutes gradually pouring stock. Add salt and pepper and fresh oregano as desired.


2-Cook the pasta in a large pan of boiling salted water. Drain and transfer to a serving dish. Add the sauce and mix together until blended well.

A series of catering units run by Indian Railways at Parliament House, including at the library and the annexe building, serve food at rates which are a good decade old but are hard to digest for a newcomer.

MPs, who are seen shouting at each other and castigating the government over the rising food prices, definitely relish the cheap canteen food. But, mind you, the facility is not for them only. Parliament staff, low-paid security personnel and accredited journalists too enjoy the delicacies at rates which an ordinary citizen outside cannot even think of.
Dal, considered to be the poor man's food in India and which is now getting too expensive to even fit his bowl, costs just Rs.1.50 for a katori.

Low rates make the desserts sweeter. A katori of kheer at Rs.5.50 will never taste bitter. So will a small fruit cake at Rs.9.50 and a helping of fruit salad at Rs.7.

If you want to have soup, enjoy a bowl full at Rs.5.50, and for a heaped plate of cooked rice you need to shell out just Rs.2. Dosa is available at Rs.4.

And, yes, a cup of piping hot tea is available for just Rs.1 -- not in the canteen but along a parliament corridor at a tea board.

Where does this come from? Remember, behind the cheap commodity there is a subsidy. All this costs the government a huge amount of tax payers' money.

The gap between the actual cost and what MPs, journalists and others have to pay, is bridged with a food budget set aside by parliament.

"Over Rs.5.3 crore has been allocated during the current financial year for the canteens. The Lok Sabha pays some Rs.3.55 crore and the Rajya Sabha shares the amount to over Rs.1.77 crore," said an official.

"Not only MPs, we serve food to everybody who is allowed inside parliament. They also include workers, gardeners and labourers," the official told IANS, defending the low prices.

The food prices were last revised in 2004.

A 15-member joint parliamentary committee on food management headed by then MP K. Yerranaidu of the Telugu Desam Party was constituted in 2005 to consider revision of the rates and the service.

"The committee didn't give any report and the rates were not revised," the official said.

During the just-concluded winter session, on an average "3,000 people were served lunch in the canteen daily", a caterer said, but strongly pleaded anonymity as "we have been told not to speak to the media without permission".

Low rates make the desserts sweeter. A katori of kheer at Rs.5.50 will never taste bitter. So will a small fruit cake at Rs.9.50 and a helping of fruit salad at Rs.7.

If you want to have soup, enjoy a bowl full at Rs.5.50, and for a heaped plate of cooked rice you need to shell out just Rs.2. Dosa is available at Rs.4.

And, yes, a cup of piping hot tea is available for just Rs.1 -- not in the canteen but along a parliament corridor at a tea board.

Where does this come from? Remember, behind the cheap commodity there is a subsidy. All this costs the government a huge amount of tax payers' money.

The gap between the actual cost and what MPs, journalists and others have to pay, is bridged with a food budget set aside by parliament.

"Over Rs.5.3 crore has been allocated during the current financial year for the canteens. The Lok Sabha pays some Rs.3.55 crore and the Rajya Sabha shares the amount to over Rs.1.77 crore," said an official.

"Not only MPs, we serve food to everybody who is allowed inside parliament. They also include workers, gardeners and labourers," the official told IANS, defending the low prices.

The food prices were last revised in 2004.

A 15-member joint parliamentary committee on food management headed by then MP K. Yerranaidu of the Telugu Desam Party was constituted in 2005 to consider revision of the rates and the service.

"The committee didn't give any report and the rates were not revised," the official said.

During the just-concluded winter session, on an average "3,000 people were served lunch in the canteen daily", a caterer said, but strongly pleaded anonymity as "we have been told not to speak to the media without permission".
